Pacquiao got the upgrade because American welterweight champ Floyd Mayweather Jr., who used to hold the top spot, has retired.
In its website, FightFan website explained its decision to move World Boxing Council super featherweight champ up its list:
"Pacquiao, who will fight for the 135 pound title later this month after debuting at 106 pounds in 1995, has consistently been fighting the sport’s top fighters since 2003. He has dominated from super bantamweight to super featherweight. Pacquiao’s lengthy path through the best fighters in three different divisions coupled with his emphatic stoppage victories over legendary fighters like Marco Antonio Barrera and Eric Morales have solidified the Filipino terror’s place atop of FightFan.com’s pound-for-pound list."
The other fighters on the list are:
2. Joe Calzaghe (45-0, 32 KO) 3. Juan Manuel Marquez (48-4-1, 35 KO) 4. Israel Vasquez (42-4, 31 KO) 5. Miguel Cotto (32-0, 26 KO) 6. Ivan Calderon (31-0, 6 KO) 7. Bernard Hopkins (48-5-1, 32 KO) 8. Kelly Pavlik (34-0, 30 KO) 9. Winky Wright (51-4-1, 25 KO) 10. Rafael Marquez (37-4, 33 KO)
